The resistance of the installed anchors to extraction depends greatly on the nature of the asphalt and the gravel below it. The SP12 is pull-rated for 2,000 lb if installed using a 7/8" hole and with a recommend grout. At ground level, the installed anchors can resist at least 2,000 lbs. of shear force.

The bollard can then be secured using the standard concrete anchoring procedure using 5/8" wedge, drop in, or sleeve anchors minimum 4", and a masonry drill.

A flange and glue is better than an anchor in asphalt. Question back at you. Is the asphalt a veneer over concrete? If it is drill and use Hilti Concrete anchors. If not veneer, consider removing small area of asphalt, install the auger-type mobile home anchors deep into the earth, and then patch the asphalt.

Using Tapcons to attach the latch post won't work. Tapcons work great in concrete, but they won't hold in asphalt. It's too soft. A masonary drill bit would be plenty to drill thru the asphalt so that you could dig a small hole to set a post for the latch post. Doesn't have to be much, and it doesn't have to be all that deep.

Anyway, using the post anchor on asphalt can be done. But asphalt is softer than concrete so the fasteners would likely have to be a bit longer. The other thing with asphalt is it gets softer in hot weather. But the post anchor is not being used for compression loading in this situation so it should work alright.

I have found that with the exception of installing light decorative items there is no good reliable way of anchoring to or in asphalt. You have to anchor to what is under the asphalt. In dirt you need to cut out the asphalt in an area larger than each pad of the rack then use a post hole digger to make a suitable hole for concrete.
