I've put vegetable oil on about 2/10's of a mile of my road. Waste oil from the bakery. Really binds the gravel with the clay and topsoil. If it soaks in real good on a hot day, it'll set up hard, and shed water. Also keeps my gravel in the road instead of the ditch.

Looks like an oiler, not a paver. The gravel they are about to put down will stick to the oil creating a good road surface. They do that a lot where I live for low-use roads when they don't want to repave it properly. It lasts longer than a dirt gravel road, but it's not as smooth or solid as a real paved road.
